Adobe Flash is available for Android 2.2 and above as a download from the Android Market. You can use Bsquare's Flash Lite on Android 1.5 to play most videos, or you can use Skyfire's alternative web browser in Android 2.1.

For the most part, the absence of Flash doesn't feel like a huge loss. Other than digital video, Flash is mainly used for serving advertising. You can't play Flash-based web games on Android 2.1 and below, but most phones are not fast enough to really do it justice if you could.
